Stockton, California...is not a place to raise kids or live. The schools are awful...my husband has to go there a lot and he says they're very scary. The city is full of gangs and gang violence. Homes are routinely broken into. Not a safe place to walk at night. Even the best side of town is minutes from a very bad neighborhood.

You certainly don't honk your horn at another driver, or even make eye contact, when someone is thumping their music so loud it rattles your car windows. They will most likely get out their car and ask you what your problem is.
