'Twas not government. In Canada all companies share their data with the government - post haste! In the States, nobody shares nothing with nobody! (pardon my grammatical liberty).
And so, whatever major oil company paid for the exploration project - they're the onliest ones who know if that area looks like there might be oil. They can sit on that forever. I worked for Canadians for years who came to the states where they could sell their data-obtainment-operations in a competitive market. I kinda liked them Canadians. They paid really well. Drank all the beer though.
