Actually, I'd refine what the_dufferz said. Eastern WA is ringed by mountains on three sides (west, north, and east). The Columbia basin is relatively flat, but that's only a bit more than half of the area east of the Cascades. The mountainous areas have trees; the non-mountainous areas don't, in a general way.
