It can be done with a rod in a Y shape yes. I know several people that can do it with just a simple stick off the ground. I myself have 2 copper rods I use. Not only do they work on water but I have successfully found underground wires with them as well.
I honestly don't know how it works exactly But it does work. I have gotten several explanations but none are the same.
