Save yourself the trouble and just goto Rockport. Portland is nothing just an extension of Corpus, want to save on rent maybe look at Robstown.

Victoria tx is a nice place, a bit far out from where your looking.. but Corpus is a nice place reguardless of what many may say. A bit weathered, and run down.. but I think that will change over time as many changes are already being made there.

Aransas Pass is a nice little town, I would live there or Rockport.
