According to "Birds of Washington State," by B.H. Bell and G. Kennedy, there are two species of bluebirds, in Washington. These are the Western bluebird, which has a reddish breast, and the Mountain bluebird, which is blue all over (female has a buff breast).
Both have a summer range, in the eastern Cascades and Okanogan highlands. However, only the Western bluebird has a summer range, in the lowlands of the Olympic Peninsula and south of Puget Sound.
Sorry, I don't know which Washington city claims to be the bluebird capital. Since Washington State has no native Eastern bluebirds, the title might be contested, by those who love the beautiful Eastern species ;-).
