When you have permafrost, the ground is frozen all year. You can't dig foundations into it even in the summer, so buildings must be built on top of it. At least that's as far as I know. If you go far enough north buildings don't have foundations. In the milder regions of Alaska they can build foundations because the ground isn't frozen all year long.

Where there is perma frost they build the homes on pilings as to not thaw the permfrost. Diffrent reagons of alaska are done with difrent foundations. When I was there I helped build a house whith a heated concret foundation. It is real neat the way they do every reagon diffrent there.
