I want to know why some areas of Tucson do not have street lights?

Oh come on guys...you know good and well that the gangs and illegals need some darkness to get away with their criminal activities.

In CA they have the "three strikes" law. But someone said on TV once. These folks belong to gangs and deal with people who will shot them. The law is the least of their worries.
