She either needs to marry you in person in Pakistan, then return home and file for a spousal visa or just meet you in person somewhere, return home, file for a fiance visa, then marry you within 90 days of your arrival.

There is no option to marry and get a visa without ever meeting in person and the in person meeting has to have been within the last couple years.
